The special training tries to make it clear to law enforcement that on Halloween, masked individuals may actually be small children, and killing them is inadvisable, likely leading to needless paperwork, publicity, and suspensions without pay. It is noteworthy that this directive has not been extended to police in predominantly black neighborhoods.
